Responsible digital transformation in focus at the National Forum “Cooperation between the Government and Civil Society”

On November 26 (Wednesday) 2025, the Civil Society Fair titled “Cooperation between the Government and Civil Society” organized by the National Forum оf Civica Mobilitas in partnership with the Government of the Republic of North Macedonia, took place at the Members of Parliament Club. The forum was addressed by Prime Minister Hristijan Mickoski, Secretary General Igor Janushev, several government ministers, as well as the Ambassador of Switzerland to North Macedonia, H.E. Christoph Sommer.

The National Forum featured debates and presentations showcasing the achievements of Civica Mobilitas grantees through an exhibition section, as well as panel discussions on various topics of interest, including education, health, digitalization, the environment, good governance, cooperation between the Government and civil society, local self-government, and more.

One of the central segments was the panel “Digitalization” moderated by Mila Josifovska Danilovska, Program Manager at the Metamorphosis Foundation. In opening the panel, she emphasized the importance of responsible digital transformation as a foundation for better, faster, and more efficient public services, which bring more transparency, less corruption, and real benefits for citizens. In addition, she highlighted the key role of civil society organizations in advancing public policies, transparency, and media literacy.

The Minister of Digital Transformation, Stefan Andonovski, addressed the panel, where he emphasized that digitalization as a strategic transformation is not just a technological process, but a fundamental change in the way the state functions and public services are provided. “In the past year and a half, we have shown that a successful digital transition is only possible through close and open cooperation between institutions and civil society organizations.”
“Our goal is to expand and deepen this model. On that occasion, we plan for future European consortia to include civil society organizations as equal partners. Only through a partnership approach, open dialogue, and joint actions can we create digital services that are high-quality, inclusive, and safe for all citizens,” Andonovski said.
Speaking about artificial intelligence, Andonovski said: “My intention is not to overregulate artificial intelligence, especially since we do not yet have it in formal use in Macedonia. Undoubtedly, we need a flexible framework for the ethical development and safe use of AI.”

The audience asked a series of questions related to the regulation of the use of artificial intelligence, digital literacy of the entire population, support for media freedom and responsible reporting, the quality and sustainability of open data policy, public services, and other processes related to digitalization.

The panel concluded with an invitation to continue the discussion at the 21st edition of the e-Society.mk conference, which will be held on December 10 at the Holiday Inn Hotel on the topic “Integrity at the Core of Digital Transformation.”ЦМ
