PROJECT “IMPROVING THE PARTICIPATION OF SMALL(ER) COMMUNITIES AT LOCAL LEVEL”

Final report on the implemented activities of the project

National Roma Centrum – Kumanovo and the partner organization AVENA from Kocani, in the period from 01.04.2016 to 30.09.2017, implement the project “Improving participation of small(er) communities at the local level” with financial assistance from the EU Delegation Macedonia and INSOC.

The implemented activities were directed to 5 municipalities (Kumanovo, Tetovo, Bitola, Prilep and Kocani) where the main goal was to establish mechanisms for increased participation of smaller communities at local level through:

  • encouraging regular consultations between CSOs and local authorities,
  • monitoring of the decision making processes,
  • Strengthening the capacities of local stakeholders to promote tolerance, cooperation and participation of smaller communities in decision-making, and
  • to create mechanisms for increased influence of communities in the decision-making process at the local level.

Results achieved within the project:

  • 10 round tables were held with representatives of the local self-government, representatives of the Commissions for Inter-Community Relations and local civil associations;
  • Four quarterly meetings were held with representatives of the local self-government, representatives of the Commissions for Inter-ethnic Relations and local citizens’ associations;
  • An internet platform for receiving feedback from the citizens was prepared and 592questionnaires wereanalysed from citizens regarding their perception of participation in local policies and local life;
  • Monitoring of 20 sessions of municipal councils;
  • Final report with recommendations based on previouslydeer interviewing of 504 citizens and working meetings with 26 people, representatives of local authorities available on the website of the National Roma Centrum – Kumanovo;
  • 6 workshops on inter-cultural understanding and community rights, with representatives of local authorities, municipal councils and local organizations;
  • Three 2-day trainings for representatives of local self-governments and local citizens’ associations were held for a total of 79 participants from local stakeholders;
  • Awarded sub-grants in the amount of 41,497 EUR to 7 local organizations for the purpose of strengthening their capacities by implementing project activities in line with the main objective of the Project;
  • Prepared and submitted to the Municipal Authorities 5 Strategies with Action Plans and Programs for Implementation of the Strategies for Incentive of the Participation of Smaller Communities in each municipality individually, of which 2 were adopted by the Council of the Municipality of Tetovo and the Council of the Municipality of Prilep;
  • An informative briefing on the participation of smaller communities in CICR and municipal councils;
