Based on Article 3, paragraph (2), subparagraphs (5) and (6) of the Decision on the Establishment of the Council for Coordination and Monitoring of the 2024-2026 Open Government Partnership Process, No. 16-1662/1 of 02.05.2024, and the Decision on the Amendment of the Decision on the Establishment of the Council for Coordination and Monitoring of the 2024-2026 Open Government Partnership Process, Nos. 13-3697/2 of 29.09.2025 and 13-3697/3 of 03.12.2025, the Council for Coordination and Monitoring of the 2024-2026 Open Government Partnership Process, in accordance with the decision of the session held on 26.02.2026, announces a

Public call

to apply for participation in the co-creation process of the National Action Plan for the Open Government Partnership 2026-2028

The Council for Coordination and Monitoring of the 2024-2026 Open Government Partnership Process, at its session held on 26.02.2026, established a Procedure for conducting consultations with stakeholders to create new priorities and commitments within the framework of the “Open Government Partnership” process in order to ensure a timely, smooth, inclusive, and transparent process of co-creation of the National Action Plan for the Open Government Partnership 2026-2028.

The public call should enable consultations with the public and registration of stakeholders for participation in the consultation process and creation of the National Action Plan for the Open Government Partnership 2026-2028 and inclusion in working meetings for one or more priority areas (anti-corruption, civic space, climate and environment, digital governance, fiscal openness, inclusion, access to justice, public participation, right to information, open judiciary, and open parliament), during the period of co-creation of the National Action Plan for the Open Government Partnership 2026-2028.

In the process of consultation and co-creation of the new action plan, registered participants will be able to contribute to identifying and prioritizing key problems in the above-mentioned priority areas and proposing solutions to overcome them.

Participants can provide their input by taking part in consultation working groups, following the pre-determined procedures and work methods. Participants need to ensure that local views and needs are adequately presented and represented.

Registration for participation in the consultation process and co-creation of the National Action Plan for the Open Government Partnership 2026-2028 is completed electronically through the following link.

The deadline for submitting applications is March 20, 2026.
