System Development and Piloting of digital permit management platform and training for National Park Shar Mountain

The Center for Education and Development (CED), in partnership with Shar Mountain National Park, is implementing the intervention “Market Opportunities for the Communities of Sharr” within the project “Increasing Incomes and Socio-Economic Empowerment of Vulnerable and Marginalized Groups from Rural and Peri-Urban Areas”, under the We Effect IISEE – Phase II programme, with financial support from Sweden.

As part of Activity 1.3 – System Development (Platform/Server), CED invites qualified software development companies to submit technical and financial offers for the development of a System Development and Piloting of digital permit management platform and training for National Park Shar Mountain .

The objective of the engagement is to develop, test, and implement a functional digital platform that will enable the electronic submission, processing, approval, and verification of permits, with support for registered and guest users, administrative management, a secure centralized database, and online and offline verification of issued permits. The engagement also includes technical support following the full development and deployment of the platform.

Deadline for submission of offers: 13 September 2026, by 16:00 CET
