IDENTIFICATION, COUNSELLING AND REFERRING PERSONS AT SOCIAL RISK

BACKGROUND

According to the register of the Centre for Social Work, there are around 800 beneficiaries at social risk at the level of the Municipality of Butel and additional 560 people are beneficiaries of social welfare. This figure is irrelevant because of the challenges that the employees face, such as insufficient number of official cars, many cases, few professionals, insufficient resources and similar issues, and thus there is no possibility to continuously upgrade the data, as well as follow and inspect the changes with the beneficiaries. Therefore, there is a need to inspect, check and maintain a database of the beneficiaries who have a real need of help and assistance, i.e. to filter the most endangered group of citizens in this area. The idea is to cooperate with CSR Skopje, i.e. to use the public information, conduct field visits to see the actual situation of the beneficiaries. In agreement with the beneficiaries, there will be data collected on the type of social risk that pertains to them. According to the data, there will be a selection of persons that are at high social risk and persons that need help and support to overcome their existential crisis. 

GOALS AND RESULTS

Goal:

Detecting the number of beneficiaries at high social risk, encouraging them to be included in a process of counselling, channeling and linking.

Objectives:

• Encouraging mutual cooperation with CSR Skopje
• Insight in the statistics of persons at social risk at municipal level
• Distinction of persons at social risk in the municipality of Butel and the municipality of Chucher Sandevo
• Help and support to inform and promote legal changes, rights and social services
• Possibility for individual counselling of people at risk
• Psycho-social support
• Help and support on employment
• Creation of a register with clear and more previse records of social welfare users

RESULTS

1. Restoring the cooperation with the municipal centres for social work
2. Creating a register with bigger insight and specifying the number of beneficiaries
3. Encouraging to report problems/risks
4. Involvement in regular counselling
5. Finding alternatives to overcome current situations

ACTIVITIES

1. Detecting/mapping persons at social risk, in cooperation with CSR Skopje
2. Counselling and directing the beneficiary who will have to attend 3 sessions of counselling with a family and systemic counsellor and a social worker
3. Offering alternatives for employment (in cooperation with AVRM)
4. Directing and mediating in order to fulfil the rights in the area of social protection
5. Mediating in donations and urgent help, such as food and hygiene packages
