CONSTITUENTS

The constituents of RCOR Kratovo are local, regional and national CSOs, the Centre for Development of SIPR, local self-government units in the region, the business sector, academic, educational and cultural institutions, national agencies, international organizations.

Effective local self-government – interest of the citizens

BACKGROUND

The EU requirements and standards are clear. The public administration has to provide efficient services. RSM seriously missed rule of law, respect of laws and ethical norms of behavior. As a result of the incomplete and inappropriate implementation of laws, there can be a high level of corruption, which slows down the reform processes, and in this way also the EU integration of RSM.

The responsibility and transparency of the central and local governments is a must, and the common wish of every individual is that the institutions are efficient in their work. For year now in SIPR, in the municipalities targeted by this project, it is very difficult to come to exact, or almost exact data on the structure of spending the public funds. The key problem is the absence of detailed accountability, but also transparency of the local institutions which are usually quite closed when it comes to public interest, especially when it comes to money.

It is high time to have changes in the attitude to adoption and implementation of policies which have to be based and designed on analyses which will also inform and involve the public in decision making. This is especially when it comes to any decision which implies spending of tax payer money, where all stakeholders have to be asked, and the citizens need to be given an account. More transparency is needed when it comes to spending public money, as well as the implementation of laws and work of the councils in general. 

GOALS AND RESULTS

Goal: CSO participation in creation and decision making on improved policies and practices at local level.

Objective: Increasing the degree of cooperation between CSOs and local self-government units via transparent, accountable and responsible work of the councils and municipalities.

RESULTS

  1. Increased involvement of the public in local policy creation and implementation;
  2. Increased number of decisions on project proposals;
  3. Increased degree of respecting ethical values and cooperation CSO-local government;
  4. Increased information and awareness of the public when it comes to budget funds spending.

ACTIVITIES

  1. Conducting a syrvey on the level of information with citizens;
  2. Monitoring the work of the municipal councils and civic initiatives started;
  3. Organizing a workshop on “Municipal councilor as a leader, communicator, funder and policy implementor”;
  4. Current information for the public on the work of the municipal council, way of decision making and involvement of the public in this process.
