The CSO is registered in order to protect the rights and interests of all employees in the public administration and to protect public property, in order to strengthen the influence of the civil sector in a specific area of social action.

ON THE PROJECT SUPPORTED BY CIVICA MOBILITAS

Strengthening the capacities for good governance and recording the state property.

BACKGROUND

The main issue that is tackled with this action is recording the big number of cases of improper management of the state property with unrecorded rights and offering a new assistance mechanism to the government and all ministries via a comprehensive screening, so that they create a “Real image of the current situation with the state property which is at state’s disposal, its legal recording and good management”.

GOALS AND RESULTS

Goal: The goal of this project is to strengthen the professional competence of the public administration which leaves the impression of not being interested in the common public interest and blind for the poor property management. The citizens should influence the administration and turn them into activists who will fight for the public interest and state heritage.

Objective: The objective of this project is to help the executive power in the Republic of North Macedonia to understand how important is to keep record on state property. A serious state has to know what sort of state property it has, where it is, who uses it and if it managed well. With this initiative, the state facilities not being used will be brought to minimum and we will know where there are empty facilities to properly manage them at any time.

RESULTS

  1. The draft program for work of the government for 2020-2022 should also incorporate a strategy to record state property and put the stress on the efficient state institutions that will keep unified registries on their property;
  2. Establishment of better management frameworks and efficient public management that will detect each individual case of unrecorded state property;
  3. Introduction of a central registry for recording the public property of all government bodies on one place.

ACTIVITIES

  1. Establishment of a working group from expert officials from various ministries who work on recording and protecting the rights of the state facilities to prepare a draft strategy for managing the public facilities;
  2. Developing the skills for research, assessment and analysis of the current factual situation which indicates a huge number of unrecorded public facilities;
  3. Preparatory activities and comparative information on the experiences of the other countries in the region and broader, as well as preparation of a manuel for practical work of the administration.
