Philea Calls for Stronger Role for Philanthropy in the EU’s Next MFF

Philea has outlined recommendations for strengthening philanthropy’s role in shaping the EU’s next Multiannual Financial Framework (MFF), highlighting both opportunities and risks arising from proposed changes to European funding. The new framework envisages fewer programmes, greater concentration of resources, stronger performance-based funding and an increased role for national planning, potentially limiting access for smaller civil society and local actors. Through a position paper developed by its Legal Affairs Committee, Philea calls for more structured dialogue between EU institutions and philanthropic organisations, alongside practical mechanisms for co-funding, regranting and joint initiatives. It also stresses the importance of safeguarding dedicated funding for civil society, democracy, social cohesion and environmental sustainability amid growing emphasis on competitiveness. With negotiations underway and Member States preparing future national plans, Philea encourages foundations to engage early and contribute to decisions shaping the EU’s future funding priorities.
