CONCORD’s AidWatch 2026 report examines changing trends in Official Development Assistance (ODA) across Europe, highlighting declining aid budgets, shifting political priorities and growing pressure on CSOs. In several countries, cuts have directly affected NGO programmes and partnerships with local organisations. CONCORD calls for predictable, needs-based financing, stronger protection of civic space, meaningful civil society participation and renewed commitments to poverty reduction, human rights and sustainable development.
