Proposed Cuts to the EU’s 2028–2034 MFF Threaten Enlargement and External Action Funding

The Irish Presidency of the Council has proposed significant reductions to the EU’s next Multiannual Financial Framework (MFF) for 2028–2034, including funding for enlargement and external action. Under the latest negotiating proposal, the Global Europe budget would decrease by 17.4%, from 190 billion EUR to 156.9 billion EUR, compared with the European Commission’s original proposal. The Europe: Enlargement and Neighbourhood East pillar, covering the Western Balkans and other candidate and neighbouring countries, would see its allocation reduced from 38.1 billion EUR to 32.6 billion EUR. These proposed cuts raise concerns about the resources available to support accession reforms, civil society and EU engagement with partner countries. Meanwhile, the Ukraine Reserve would remain unchanged at up to 88.8 billion EUR. The proposal will serve as the basis for further negotiations among EU Member States, with an agreement on the next MFF targeted by the end of 2026. Read more here.
