Phantom Persons – Invisible to the State

In Macedonia, there are around 3,000 “phantoms” or people without an identity. They have no right to health insurance or employment, cannot vote, nor can they leave the country. They are simply invisible to the system and the state.

Through the life story of the Sulejman family from Shuto Orizari, we convey the ordeal these families endure, as well as the state’s neglect of these people. Instead of addressing the problem systematically, the number of phantoms continues to grow every year.
