Visit to NASK


IMPETUS had the opportunity to visit NASK in Warsaw and engage with Dyżurnet, Poland’s national hotline for reporting illegal online content, including CSAM (Child Sexual Abuse Material). 

The Research and Academic Computer Network (NASK) is a pivotal organization in Poland, established in 1991. It serves as a research and development organization supervised by the Ministry of Digital Affairs of the Republic of Poland. NASK conducts scientific and R&D activities in collaboration with national and international universities, research institutes, state administration, and ICT companies. The organization is dedicated to providing modern ICT solutions to Polish businesses, the government, and academia. NASK also acts as Poland’s national registry for the .pl ccTLD and is the official representative of Poland at CERT, FIRST, RIPE, CENTR, ICANN’s ccNSO, and TERENA

The visit provided valuable insights into how hotline services operate in practice — from receiving and assessing reports, to cooperation with law enforcement and international networks such as INHOPE. A key takeaway was the critical role of NGOs in this ecosystem: ensuring trust, accessibility, and timely response, while also contributing to data-driven reporting and policy development.

Understanding how reports are processed, how risks are categorized, and how multi-stakeholder coordination functions in real time is essential for building effective national systems. The meeting focused on exchanging experiences and best practices in the operation of Safer Internet Centres, particularly regarding the collection and analysis of reports on harmful online content, the functioning of reporting hotlines, and mechanisms for responding to online safety risks.

The discussion also explored opportunities to further strengthen reporting systems and cooperation between institutions, with the aim of improving the protection of children and young people in the digital environment.

The visit was organized within the broader framework of initiatives aimed at enhancing safer internet practices and digital safety mechanisms.

These experiences are highly relevant for ongoing efforts to develop sustainable, accountable, and integrated online safety services.
