MSD Intervention:Outreach blueprint for Campaign for Roma for employment benefits

I.     Background

The project “Organizational development of NRC and improved employability and entrepreneurship skills of Roma people, especially women and youth”, supported by We Effect started in May 2021.

The project objective is ,,Providing support in rural development especially for poor members of the communities in the selected market systems so that local communities are resilient and sustainable,,. The project with be based on two outcomes, first being focused on implementation of MSD based pilot interventions. The second outcomes is ,,Increased organizational capacities and financial sustainability of NRC.

This procurement procedure is organized in the project: “Organizational development of NRC and improved employability and entrepreneurship skills of Roma people, especially women and youth”.

The project objective is: more Roma people to have the capacities and the access to the job market, to take up employment and business opportunities in the selected market systems.

NRC (implementer of the intervention)  and PEA MOTIVI Skopje (intervention partner) will work to create blueprint for anoutreach campaign for improvement of perceptions and benefits from taking up jobs and employment by Roma. Action plan for implementation will be developed as well.

II.     Objective of the assignment

The engagement of the еxternal expertise has aim to create blueprint for outreach campaign for Roma to raise awareness about employment and employment benefits andincludes

(a) following services:

a1. Preparation and execution of research and design content of SMART outreach Strategy with prepared marketing products and proposed marketing channelsdesigned to motivated Roma and to raise awareness for the benefits of employment and taking a job(2work days)

a2. Development of Action plan for implementation (2work days)

a.3 Developmentand design at least 3 products to be used for the implementation of the campaign (3,5 days)

a3. Preparation and delivery of activity report and time sheet (in English), 5 days after the engagement is finished

a4. Acceptance and respect of the principles and ethic values of the NRC and PEA MOTIVI

a5. Aommunication and cooperation with all participants in the project

The engagement of the еxternal includes the

(b) following deliverables:

b1.One SMART outreach Strategy for Campaign to motivate Roma and to raise awareness for the benefits of employment and taking a job

b2. DevelopedAction plan for implementation

b.3. Developed and designed at least 3 products to be used for implementation of the Campaign

b4. Activity report in English (delivered 5 days after finishing the engagement tasks)

b5. Time sheet (delivered 5 days after finishing the engagement tasks)

Expected workload/time for delivery of the is Outreach campaign is 7.5 working days in total.

Expected duration of assignment is December 2021- January 2022.

III.     Duty travel &accommodation

There are no related costs for duty travel and accommodation.

IV.Coordination& reporting

Contact point/responsible person for the assignment are

  • Chief Executive from PEA MOTIVI
  • Co-facilitator from NRC
  • Organizational Development Coordinator from NRC.

The engaged External expertise will report once after finishing of the assignment with activity report in English and time sheet.

V.     Qualification requirements

Quantitative and qualitative criteria upon which offers will be evaluated are:

  • At least 3 years of work experience in research and design of outreach strategies;
  • At least 3 years of work experience in creative projects and realization of products for raising awareness;
  • Proven knowledge of advertising techniques and principles;
  • Active knowledge of global trends in the field of raising awareness and advertising.

VI.     Application procedure:

Deadline for submission of offers is 24.12.2021 until 12:00 p.m.

Offer should contain following documents:

  • Motivation letter with background portfolio indicating experience and number of years in the field and CV(s) of key staff for the assignment
  • Proposed methodology and approach
  • At least 3 similar products delivered for this type of services;
  • Offered gross price per day in Macedonian denars
  • Current status scanned in original not older than 6 months if the applicant is legal entity

VII.     Evaluation of the offers

Incomplete applications or applications received after the deadline for submission will not be taken into consideration.

Best value for money principle will be taken into account by using a weighted scoring method to evaluate the combination of the applicants’ qualification (80%) and financial proposal (20%).

When using this weighted scoring method, the award of the contract will be made to the bidder whose offer has been evaluated and determined as:

·         Responsive/compliant/acceptable, and

·         Having received the highest combined score out of a weighted technical and financial evaluation specific to the solicitation

1.     Technical evaluation (80%)

The technical evaluation of the received offers will consist of:

·         Evaluation of professional experience (relevance of20%)

·         Evaluation ofproposed methodology and approach(30%)

·         Evaluation of similar products and delivery of this type of services(relevance of 30%):

2.     Financial evaluation (20%)

The evaluation of the financial offers will be conducted in the following manner:

·         The offer with the lowest price shall receive the total of 20 points

·         The other offers with higher prices shall receive the respective score according to the following formula: 20* (Lowest Price / Proposed Price).

VIII.     Terms of payment

NRCwill sign a contract with the selected applicant. The payment will be made by NRC in two installments: first installment of 30% of the total gross amount of the offered and accepted price after concluding the contract and second installment of 70% of the total gross amount after the engagement and approval of the submitted report and time sheet from by the project team.

IX.     Declaration of relationships

The Applicant shall describe if their organization/employees have any business or personal relationships with closely associated party from We Effect, its Regional Office in Skopje, its governing bodies and employees or with similar bodies/persons of NRC and PEA MOTIVI.

Closely associated party (persons, physical or legal) as per We Effect’s definition is considered person who has the possibility to exert control over, or significant influence on, the other person when it comes to financial and operative decision-making concerning an activity. The purpose of the Declaration is to disclose such information which makes the application and evaluation process more transparent and supports the bids in its relevance according to conditions on the open market.

  • Promotion of Minorities’ Participation in Multilevel Governance

    The PACT project officially started in Brussels with a 2-day international conference and workshop
    On 10 and 11 March 2026, Brussels hosted an International Conference and Workshop entitled “Promotion of Minorities’ Participation in Multilevel Governance”.
    It brought together experts coming from different realities, with a common goal: sharing good practices on how to promote inclusive participation of under-represented minorities, people with migratory background, refugees, Roma and other marginalised communities in local decision-making processes.
    The Conference
    The event opened on the morning of Tuesday 10 March with 2 panels.
    The first one – entitled “Minority Participation in Multilevel Governance: EU perspectives” – was moderated by Mohammed Mustafa (ALDA – European Association for Local Democracy) who introduced the main EU policy developments in the areas of anti-poverty and anti-discrimination, and migration, setting the tune of the conversation with the speakers:
    Julie Pascoet (European Network Against Racism – ENAR) focused on the European Anti-Discrimination Strategy,  highlighting how much this tool is necessary (but also how far it is to address the needs of the moment), and how civil society networks  play a crucial role to bridge the gap between EU policy intentions and the lived experiences of marginalised communities.
    Fernando Vasco Chironda (European Anti Poverty Network – EAPN) tackled the EU Anti-Poverty Strategy, underlying that – by excluding migrant people from vulnerability frameworks – the strategy risks deepening marginalisation of those most affected, and that local authorities are those with the responsibility to ensure inclusive participation spaces and adequate resources for people.
    Mojib Atal (Migration Policy Group – MPG) focused on the Migrant Integration Policy Index, reporting a concerning stagnation in political participation across the EU, and highlighting how multilingual education could serve as a democratic tool by recognising linguistic diversity rather than privileging a single dominant language.
     

    The second panel – “From Welcoming to Active Participation: Challenges, Practices and Power” – was moderated by Maddalena Alberti (ADL Zavidovici) and had the goal to hear from experts who exchanged ideas, perspectives and best practices for the inclusion of underrepresented minorities at a local level.
    Anna Coulibaly (International Catholic Migration Commission – ICMC Europe) introduced the Community Sponsorship, a community‑led integration model where volunteers, supported by civil society and approved by governments, commit to hosting and supporting refugees for at least a year.
    Loubna Reguig (European Forum for Youth with Lived Migration Experience – VOICIFY) urged how self‑led organisations are essential to defend the political participation rights of young people with migrant backgrounds, since they create spaces where youth feel included, exchange knowledge and pool resources.
    Queenie Kessie (IOM Diaspora Advisory Board – DAB) showed how diaspora advisory structures can move beyond consultation and concretely ensure fair policies are good for migrant people and societies.
    Ismail Alkhateeb (PLACE Network) brought the organisation’s extensive experience to show that the inclusion of migrant people in local participatory processes can happen only when institutions and local communities jointly define problems, design solutions and test them at micro‑level.

    Conclusion
    Hosted by Amazone asbl (Brussels) and co-organised by ALDA (France), ADL Zavidovici (Italy), KMOP (Greece), Center for Intercultural Dialogue (North Macedonia), PLACE Network (France), Fons Català (Spain) and Konkáv Alapítvány (Hungary), the event saw the participation of public authorities, policy makers, organisations, media, underrepresented minorities united by the wish to learn on how working together is possible for a fair and equal European policy system.
    The initiative was part of the European-funded project PACT (Participatory Action for Transforming Communities) whose aim is empowering under-represented minorities in local communities in Europe.
