For procurement catering services for lunch and refreshments for conducting 2 one-day trainings (B.L 4.1.4.3. b2) under the project No. P9410“Organizational development of NRC and improved employability and entrepreneurship skills of Roma people, especially women and youth

I.     Background

The project “Organizational development of NRC and improved employability and entrepreneurship skills of Roma people, especially women and youth”, supported by We Effect started in May 2021.

The project objective is ”Providing support in rural development especially for poor members of the communities in the selected market systems so that local communities are resilient and sustainable.” The project with be based on two outcomes, first being focused on implementation of MSD based pilot interventions. The second outcomes is ”Increased organizational capacities and financial sustainability of NRC”.

NRC (implementer of the intervention)  and MK Delteks DOOEL Kochani(intervention partner) will work on trainings deliveryfor company strengtheningin regard to improved processes and management of employees, issues with employee’s retention and improved communicationas part of the pilot intervention “Attracting, supporting and retaining employees, with focus on Roma”.

II.Objective of the procurement

The objective is catering services for lunch and refreshments for conducting 2 one-day trainingsfor company strengtheningin regard to improved processes and management of employees, issues with employee’s retention and improved communicationin MK Delteks DOOEL Kochanias part of the garment industry andincludes

(a) following product:

a1. offer for lunch and refreshments (prepared lunch packages) for a total of 90 people (or 45 people per training) delivered to MK Delteks DOOEL Kochani

a3. acceptance and respect of the principles and ethic values of the NRC and MK Delteks DOOEL Kochani

a4. communication and cooperation with all participants in the project

The procurement of the offer includesthe

(b) following deliverables:

b1. offer for lunch and refreshments (prepared lunch packages) for a total of 90 people (or 45 people per training)

b3.Invoice and delivery note

The procurement offer cannot be divided.

Expected procurement period is February-March 2022.

III.        Duty travel &accommodation

There are no related costs for duty travel and accommodation.

IV.         Coordination& reporting

Contact point/responsible person for the assignment are

  • Chief Executive from MK Delteks DOOEL Kochani
  • Co-facilitator from NRC
  • Organizational Development Coordinator from NRC.

V.  Offer requirements

Criteria upon which offers will be evaluated are: Price and Quality

VI.   Application procedure:

Deadline for submission of offers is 14.02.2022 until 16:00 p.m.

Offers should be submitted on the following e-mails: info@nationalromacentrum.org and ksojic@nationalromacentrum.org and gorgievska.delta@gmail.com

Offer should contain following documents:

  • The offer is prepared in writing with the offered gross price in denars per person with delivery costs
  • Name, address and seat of the service provider, tax number, telephone numbers, fax, e-mail addresses for contact as well as contact persons
  • Characteristics of the offered product(s)
  • Deadline and method of payment

VII.     Evaluation of the offers

Incomplete offers or offers received after the deadline for submission will not be taken into consideration.

Best value for money principle will be taken into account by using a weighted scoring method to evaluate the combination of price and quality.The price brings a maximum of 80%, the quality brings a maximum of 20%. The winner of the call after the request for submission of bids is the bidder who will receive the most points.

When using this weighted scoring method, the award of the contract will be made to the bidder whose offer has been evaluated and determined as:

·         Responsive/compliant/acceptable, and

·         Having received the highest combined score out of a weighted technical and financial evaluation specific to the solicitation

1.     Technical evaluation (20%)

The technical evaluation of the received offers will consist of:

·         Evaluation of technical characteristics (relevance of20%)

2.     Financial evaluation (80%)

The evaluation of the financial offers will be conducted in the following manner:

·         The offer with the lowest price shall receive the total of 80 points

·         The other offers with higher prices shall receive the respective score according to the following formula: 80* (Lowest Price / Proposed Price).

VIII.    Terms of payment

The payment will be made by NRC in one installment.

IX.   Declaration of relationships

The Applicant shall describe if their organization/employees have any business or personal relationships with closely associated party from We Effect, its Regional Office in Skopje, its governing bodies and employees or with similar bodies/persons of NRC and MK Delteks DOOEL Kochani.

Closely associated party (persons, physical or legal) as per We Effect’s definition is considered person who has the possibility to exert control over, or significant influence on, the other person when it comes to financial and operative decision-making concerning an activity. The purpose of the Declaration is to disclose such information which makes the application and evaluation process more transparent and supports the bids in its relevance according to conditions on the open market.
