Matra Rule of Law Training Programme 2026–2027 (Multiple Deadlines – Starting November 8)

Target Groups: Mid- to senior-level civil servants, policy advisers, members of the judiciary and other public officials working in government and justice institutions. Specific eligibility requirements vary depending on the course.

Short Description: The Matra Rule of Law Training Programme offers hybrid courses combining online learning with in-person training and study visits in the Netherlands and Brussels. The upcoming programme covers human rights, integrity of civil servants, public procurement, administration of justice, management of public services and borders. A further human rights course will also be offered in 2027. Training dates and target groups differ by topic, and applicants should consult the individual course information before applying. Applications are currently open for the Public Procurement and Administration of Justice courses, with a deadline of 8 November 2026. Details and future application announcements for the remaining courses are available through the programme page.

Countries: Albania, Armenia, Bosnia and Herzegovina, Kosovo, Moldova, Montenegro, North Macedonia, Serbia, Türkiye and Ukraine.

Location: Hybrid, combining online sessions with in-person training in the Netherlands and selected study visits to EU institutions in Brussels.

Dates: Courses are scheduled between November 2026 and June 2027, with dates varying by topic.

Deadline: Varies by course. The current deadline for Public Procurement and Administration of Justice is 8 November 2026 at 23:59 CET.
