EU Enlargement Debate Shifts Towards Gradual Integration – but Democratic Conditionality Remains Underdefined

A new EUCRTA analysis examines four proposals that emerged at EU level on accelerating enlargement: Chancellor Friedrich Merz’s associated-membership proposal for Ukraine, a Franco-German non-paper, a Netherlands-led proposal on post-accession safeguards and the Friends of the Western Balkans proposal on gradual integration. While they reflect a significant shift from debating whether enlargement should happen towards how it can happen more rapidly, EUCRTA finds that most are more specific about benefits for candidate countries than about democratic and rule-of-law conditions, monitoring and consequences for backsliding. The analysis argues that reversibility must become operational through clear benchmarks, regular monitoring and credible triggers for suspending benefits; that access to the Single Market, programmes and funding should remain linked to progress on democratic fundamentals rather than technical acquis compliance alone; and that acceleration must not weaken the fundamentals-first approach. It also calls for continuous democratic conditionality before, during and after accession, while warning that post-accession safeguards should not create a two-tier EU in which new members face stricter democratic scrutiny than existing ones.
