The target group of the project are people who are not registered in the birth registry, CSOs which are active in this issue, as well as institutions in charge in the Republic of North Macedonia.

BACKGROUND

In February 2020 a Law on Non-registered Persons in the Birth Registry was adopted. This law stipulates that the people who are not registered in the birth registry should be recorded in the separate birth registry in order to obtain a birth certificate in the separate birth registry, as well as identification papers.

In the Republic of North Macedonia, there have been 750 people of different age and gender, without birth registry certificates. These people have been excluded from the society, stigmatized, uneducated and they all have the need of assistance in the establishment of their rights provided by this law.

The project initiates field action of activities of CSOs working on issues related to the rights of the Roma to be helped in becoming registered based on the Law on Non-registered Persons in the Birth Registry. The people who will obtain a birth registration from the separate birth registry and identification papers based on this law will be given administrative assistance to fulfil their rights to education, health and social welfare and employment with obligatory social insurance according to the law.

GOALS AND RESULTS

Goal: Contribution to social environment in order to fulfil human rights, rule of law, equitable social, economic and social inclusion in the Republic of North Macedonia.

Objectives:

  1. Improving the social environment and appropriate implementation of the Law on Non-registered Persons in the Birth Registry;
  2. Creating strongly committed constituents from the CSOs to help and civic engagement for social inclusion of the non-registered persons in the birth registry.

RESULTS

  • Socially responsible social environment which is dedicated to fulfilment of the rights of the non-recorded persons in the birth registry;
  • Civic contribution to creation of conditions to fulfil the human rights and rule of law via a developed mechanism for cooperation, help and dedication for social inclusion of the people who have not been recorded in the birth records;
  • Socially involved people who used to be non-registered in the birth registry.

ACTIVITIES

  1. Working meetings with representatives of institutions and CSOs working on issues related to Roma;
  2. Workshops for Action Plan creation;
  3. Establishment of a team and training for administrative assistance and information;
  4. Administrative assistance for registration and information of the people not recorded in the birth records;
  5. Informative meetings in the community for active participation in the social inclusion processes.
