A BRIEF DESCRIPTION OF THE SELECTED SPECIFIC TOPIC

The action is aimed at improving the enabling environment for the financial sustainability of civil society organisations through advancing donation policies, reducing regulatory barriers, and strengthening joint advocacy of the civil society sector. The project includes analyses, consultations, and public and institutional advocacy activities, with the aim of improving access of civil society organisations to financial resources and services.

OBJECTIVES AND RESULTS

Overall objective:
Improvement of policies for the financial sustainability of civil society organisations

Specific objectives:

• Improvement of the system for using tax incentives for donations to CSOs
• Reduction of barriers to financial services for CSOs arising from regulations on prevention of money laundering and terrorist financing
• Strengthening the role of the Network for Financial Sustainability of CSOs

RESULTS

• CSO proposals are incorporated into the amendments to the Law on Donations and Sponsorships in Public Activities and related regulations
• Improved access to financial services for CSOs through a functional inter-sectoral mechanism (CSOs, institutions, and banks)
• CSOs jointly advocate for the financial sustainability of civil society organisations

ACTIVITIES

• Advocacy meetings with the Ministry of Justice, Ministry of Finance, and the Public Revenue Office
• Technical support to the Ministry of Justice in continuing the process of amendments to the Law on Donations and Sponsorships in Public Activities
• Advocacy meetings and consultation processes with institutions, chambers, and users of the Law
• Preparation of a collection of case studies as an advocacy tool
• Organisation of a public debate on the Law on Donations and Sponsorships in Public Activities and regulation related to the financial sustainability of civil society organisations
• Formulation of a draft text of the Law on Donations and Sponsorships in Public Activities through a consultative process
• Organisation of the work of an inter-sectoral dialogue group
• Direct advocacy meetings with the Financial Intelligence Office and the Central Registry on issues related to beneficial ownership
• Delivery of training on the new FATF Recommendation 8
• Delivery of training for banks on working with civil society organisations
• Delivery of training for civil society organisations on organisational protection
• Organisation of a forum for inter-sectoral dialogue
• Preparation of advocacy material “Changes for Sustainability”
• Membership building and two-way communication within the Network for Financial Sustainability of Civil Society Organisations
• Reflecting the positions of civil society organisations and holding meetings with civil society organisations and institutions
• Organisation of an event of the Network for Financial Sustainability of Civil Society Organisations
