CSOs – Promoters of Dialogues, Action, Local Policy Creation

Background for the Action

The Law on Equal Opportunities and the gender machinery at the local level have been functioning very little. The local institutions do not have sufficient knowledge, experience, information or capacities for the work that they should do and the legal obligations that they have. This was also confirmed by the conclusions of the parliamentary Commission for Equal Opportunities, held on 13 March 2019 with the coordinators and presidents of the Commissions of the Local Self-Government Units at the national level. One of the biggest problems is the unfavourable position and inactivity of women at the labour market, especially the women of the rural areas, women who are victims of gender and family violence, and other marginalized groups of women.

GOALS AND RESULTS

Goal: Strengthening of dialogue and partnership between the local self-government units and the local CSOs by introducing a better structured and participatory system of gender-sensitive processes in policy creation.

Objectives:

  • Strengthening the capacities of the local CSOs and local self-government units in creating gender responsible public policies and budgets;
  • Improving the inter-sectoral cooperation and coordination between local self-government units, CSOs and other stakeholders in the process of planning and implementing effective policies and public activities in the communities;
  • Increasing the active participation of the CSOs in the policy creation and decision making.

Results

  • Strengthened capacities for creating gender-sensitive policies of CSOs and local self-governments, improved cooperation and mutual support;
  • CSOs are proactive, they connect and establish an inter-sectoral lobby group, they promote civic participation, they start initiatives;
  • The political agenda of the self-organized inter-sectoral structure of CSOs is accepted/approved by the local authorities;
  • Draft action plans are adopted and budgeted by the municipal councils.

Activities

  1. Implementing two surveys in the area (one in Tearce and Probishtip);
  2. Organizing training for capacity building and structures of CSOs and local self-government units;
  3. Organizing consultative meetings to establish informal platforms made by CSOs, local self-government units and other stakeholders;
  4. Organizing workshops for the creation of a Strategy for Economic Empowerment of Women in the Municipalities and a one-year action plan;
  5. Publishing two strategic and two action plans;
  6. Implementing four community actions/forums;
  7. Organizing a campaign to promote the project and its results;
  8. Media presentation.
