AidWatch 2026 Highlights Declining European Development Aid and Growing Pressure on Civil Society
CONCORD’s AidWatch 2026 report examines changing trends in Official Development Assistance (ODA) across Europe, highlighting declining aid budgets, shifting political priorities and growing pressure on CSOs. Country-level findings reveal significant reductions in development and humanitarian funding, with several EU Member States moving further away from the longstanding commitment to allocate 0.7% of Gross National Income to ODA. The report also documents increasing emphasis on economic, security and migration interests in development cooperation, alongside reduced funding opportunities and participation in policymaking for civil society. In several countries, cuts have directly affected NGO programmes and partnerships with local organisations. CONCORD calls for predictable, needs-based financing, stronger protection of civic space, meaningful civil society participation and renewed commitments to poverty reduction, human rights and sustainable development.
