Sida Expands its CSO Portfolio while Advancing Localisation Commitments

Civil society organisations remained Sida’s largest funded partner group in 2025, receiving nearly SEK 10.3 billion through 611 agreements across more than 100 countries. The number of CSO partners increased from 393 in 2024 to 426 in 2025, while three-quarters of the support was directed towards long-term development cooperation and one-quarter towards humanitarian assistance. Programme support represented 42.86% of CSO financing, project support channelled through CSOs accounted for 41.14% and core funding increased from 11.74% to 13.17%. Sida is also taking steps to increase the share of humanitarian funding reaching local actors. Its approach combines a limited expansion of direct grants with continued channelling through selected international relief organisations, which will be expected to transfer one-quarter of the Swedish funding they receive to local NGOs. This direction is reinforced by instructions for 2026 to increase cooperation with civil society, diversify Sida’s partner portfolio and expand direct agreements with local organisations and engagement with social movements. Internal capacity constraints will, however, shape the pace at which direct funding can be increased. Read more here.|
