Kosovo: Public Resources Should Not Be Used to Pressure Civil Society

In an opinion for Kosovo 2.0, KCSF Executive Director Dren Puka highlights how public property and resources can become tools of pressure when access to them depends on an organisation’s relationship with those in power. Referring to the Municipality of Prishtina’s termination of BIRN Kosovo’s agreement for space in the Grand Hotel, alongside previous cases involving YIHR, Admovere and Integra, he raises concerns about repeated direct political intervention in decisions affecting civil society. Puka argues that freedom to act rarely disappears through a single decision, but can gradually shrink as organisations begin to reconsider criticism, activities or public positions, creating a chilling effect on critical voices. Clear, transparent and inclusive rules, equal treatment and accountability are therefore essential to ensure that public property and resources serve the public interest rather than become subject to political discretion.
