A BRIEF DESCRIPTION OF THE SELECTED SPECIFIC TOPIC
Fight against corruption has grown into a top national priority in the country on which directly depends citizens’ lives, functioning of the country, and the realization of country’s European aspirations. Citizens recognize corruption as the generator of all other anomalies that hinder the country’s growth and development in all fields.
OBJECTIVES AND RESULTS
Overall Objective: Improving transparency, accountability and efficiency in spending public money
Specific Objective: Fostering and promoting the use of beneficial ownership data in the fight against corruption.
RESULTS
- Weaknesses, shortcomings and room for improvement in the use of beneficial ownership data as one of the key instruments to fight corruption have been detected.
- The possible existence of a conflict of interest and abuse of power among politically exposed persons was checked and revealed by cross-checking the data from the registers of beneficial owners and elected and appointed persons, with the data on public procurement contracts.
- The application of the beneficial owners’ data has been improved as part of the overall anti-corruption efforts of the country through the preparation of recommendations and advocacy for their application.
- The understanding and impact of the need and the possibility of using the beneficial owners’ data has been expanded through the inclusion of the media, civil society organizations and the public.
ACTIVITIES
- In-depth analysis to determine the way institutions use the information about the beneficial owners in the first couple of years of the establishment of the respective register.
- In-depth research to detect a possible conflict of interest and abuse of power in public procurement among politically exposed persons.
- Monitoring the implementation of the commitment from the National Action Plan for the Open Government Partnership (2021-2023) regarding the disclosure of beneficial owners.
- Development of a public policy document with recommendations aimed at improving the use of information on beneficial owners to advance anti-corruption efforts in the country.
- Organizing public policy dialogue.
- An advocacy process to implement recommendations aimed at improving the use of beneficial owners’ data in the country’s anti-corruption efforts.
- Organizing two workshops for civil society organizations and journalists to improve their ability to use information about beneficial owners.
- Raising public awareness.
- Project monitoring and evaluation.
