The Unresolved Status of Local and Urban Communities – An Obstacle to Effective Decentralization

Local self-government in Macedonia is not a mandatory structure. The establishment of local communities in villages and urban communities in cities depends solely on the will of mayors and municipal councils. The unresolved legal status of local and urban communities, along with the lack of financial resources, working premises, and basic material means, prevents the development of local self-government as the primary form of citizen association aimed at solving local problems.
