State funding is one of the key prerequisites for the sustainability and effective functioning of civil society organisations (CSOs). Consequently, it represents a priority for Civica Mobilitas, building upon the long-standing commitments of the MCMS and other CSOs. Although advocacy has resulted in positive wording within strategic documents for cooperation and the development of civil society, their full implementation is still lacking.
Unlike developed democratic countries, where financial support for CSOs is predominantly provided through state budgets, in Macedonia, there is a gap between declarative support and the actual political will to establish a sustainable and functional state funding system. Developing a transparent and accountable model of public support is essential for preserving the relevance of the civil sector and for encouraging its active participation in addressing significant societal issues.
At the same time, this support implies increased responsibility for civil society organisations through greater transparency, accountability, clear communication of results, and the practising of internal democracy and principles of good governance. This is particularly important given that analyses indicate insufficient commitment to these aspects and a dominant accountability primarily towards donors, rather than towards institutions, the public, and their constituents.
