Background for the Action

Debar is abundant with many environmental problems: illegal landfills; inappropriately located and non-standardized city landfill with many negative effects on the health of the citizens; poor maintenance of public greenery; poor public services in the area of hygiene; non-functional inspection services; uncontrolled disposal of plastic and other non-degradable waste into the Debar Lake; insufficient cooperation between the citizens, the institutions and the local self-government; poor involvement of the local communities and the citizens in maintaining the hygiene in the settlements; lack of quality programs and strategy to deal with the pollution problem; poorly informed citizens about the environmental problems in the municipality; lack of volunteer environmental work; absence of citizens’ discussions on hot environmental problems; as well as absence of key environmental activities to mark important environmental dates.

GOALS AND RESULTS

Goal: Turning Debar into a clean city worthy of quality and healthy living

Objectives:

  1. Raising the awareness and conscience with the local authorities, state institutions and the citizens on responsible behaviour and contribution to environmentally clean municipality.
  2. Improving the cooperation between the citizens and the local institutions.
  3. Improving the quality of the public services at local level by decreasing the degree of pollution of the municipality caused by many factors.

Results

  • Change in the behaviour of the citizens towards the environment in the city;
  • Established regular communication via instruments set between the citizens and the local institutions on healthy environment;
  • Increased efficiency in the work of the local institutions for urban waste management and urban hygiene maintenance;
  • Decreased number of illegal landfills;
  • Problem with the plastic and hard waste entering the waters of the Debar Lake resolved’
  • Established methodology for sustainable management of the environmental problems in the municipality.

Activities

  1. Creating an electronic application for informing, alarming about the hot environmental points in the city and its surrounding;
  2. Guerrilla actions to raise public awareness and stimulate the bodies in charge to resolve the detected problems;
  3. Volunteer actions for cleaning some locations in the city when needed;
  4. Placing cameras at the hot spots to monitor the situation;
  5. Publish information around the municipal action plans and schedules for maintaining public hygiene;
  6. Public meetings on current problems and challenges in managing the hygiene in Debar.
