This report is prepared under the contract provisions signed between CEA and USAID for nonexclusive services to USAID as part of the grant agreement and under the SoW prepared by the USAID MLGA Project. This report is illustrating some ex-post aspects of the process of decentralization in Macedonia in the area of primary education and is based on previous projects conducted by CEA and the author for different clients. This report is developed under difficult and serious constraints given lack of data especially from the Ministry of education and science.
