Legal experts and international civil society organisations have noted the increased use of the counter-terrorism agenda by governments as a main argument behind the new generation of restrictions on civic space (Hayes
2017). The international actors which create the counter-terrorism rules and policies are the UN, EU, Financial Action Task Force (FATF) and the Global Counter-Terrorism Forum (Hayes 2017, 7).
